We would like to express our sincere gratitude to all the members of the Diet (to all of you) for attending the December regular meeting of the parliament, which we have convened today as we have been busy for some reason.
By the way, at the first parliament after the general election of the Nagawa-cho congressman, which was convened on the 4nd of last year, each organization including Chair Morita and Vice-Chair Watanabe was formed, and a new system of the parliament started.Let's do our best together for the development of the town administration and the happiness of the residents for the given term of four years.

In the convocation greetings of the first parliament, I also reported that I made my first visit to the office on the 15th of last month and started the fifth term.
We have made eight pledges so that all the townspeople can feel "happiness".In the midst of an emergency such as an intensifying weather disaster and a new coronavirus infectious disease, we promise to create a town that can withstand the corona disaster and disaster in order to protect the "life" and "living" of the townspeople and aim for a peaceful life. I installed it first.
Prevention of disasters and new coronavirus infections cannot be prevented by one person."Self-help, mutual assistance, and public assistance" are the decisive factors for mitigating natural disasters (taking measures to reduce damage).In case of emergency, the community will be united, and everyone will cooperate with the council and residents to expand the circle of cooperation between "self-help," "mutual help," and "public help" and promote disaster-resistant community development. The feeling of happiness may differ from person to person, but we will aim to become "Happiness Nagawa Town" so that we can have dreams and live a proud life in the area where we are accustomed to living.

By the way, regarding the new coronavirus infectious disease that has been rampant since last year, vaccination has progressed thanks to the cooperation of everyone, and it is gradually calming down.
With the cooperation of the townspeople and other local residents in infection control measures, more than 5% of the townspeople have completed the second vaccination.The explosive spread of infection, called the XNUMXth wave, has somehow stopped and is now settling down.
However, the situation may change with the advent of the new mutant strain "Omicron strain".Since infected people have already been confirmed in Japan, we would like to constantly collect information and take measures while checking the infection status.
Since the sixth wave is also a concern in the future, we will strive to support our lives and revitalize the economy while strengthening the call for infection control in anticipation of the third inoculation.

 

[Ordinance projects]


Now, I would like to explain the ordinance matters among the bills submitted to the regular assembly in December.
Proposal No. 75 "Regarding the enactment of the ordinance on special provisions for property tax accompanying the application of the Act on Special Measures Concerning Sustainable Development of Depopulated Areas in Nagawa Town" is newly added to "Special on Supporting Sustainable Development of Depopulated Areas". The "Measures Law", the so-called "New Depopulation Law," has been enforced, and new ordinances will be enacted in order to exempt property tax from being levied due to the application of this new depopulation law.

Next, bill 76 "about the regulations to revise a part of the Nagawa-cho public housing regulations" is to revise the cited law names by the revision of the law names quoted in the regulations.

Next, bill 77 "Regarding the ordinance to partially revise the Nagawa-cho National Health Insurance Ordinance" is in response to the revision of the obstetrics medical insurance system and the partial amendment of the Health Insurance Law Enforcement Ordinance. It amends the amount of the lump-sum birth allowance.

Next, in bill 78 "about the regulations to revise a part of the Nagawa-cho National Health Insurance tax regulations", the National Health Insurance Law was amended, and the per capita rate of the national health insurance premiums for preschoolers, etc. With the reduction measures, we will revise the ordinance of our town.

Next, I will explain the supplementary budget.
First, I would like to explain Proposal No. 79, "Reiwa 3rd Year Nagawa Town General Account Supplementary Budget (No. 7)".
Amendments to the extraordinary special benefit benefit project for child-rearing households affected by the new coronavirus infection, which will be provided to children under the age of 3,424 this year as part of a project following a national cabinet decision. Therefore, the revenue and expenditure will be increased by 3 yen, and the total revenue and expenditure will be 64 yen.

Next, I would like to explain Proposal No. 80, "Reiwa 3rd Year Nagawa Town General Account Supplementary Budget (No. 8)".

Regarding parliamentary expenses, we have added an increase due to the purchase of office equipment, and for general affairs management expenses, we have included a reduction due to actual forecasts and rearrangement of expenses related to cooperation teams, and an increase correction due to facility repairs for general expenses for traffic safety measures. ..
Regarding tax collection costs, refund interest rates, discount fees and personnel costs have been increased.
Regarding civil welfare expenses, we have added corrections for welfare expenses for persons with disabilities, welfare expenses for the elderly, etc., based on business performance and settlement of subsidized projects.

Hygiene Expenses In health promotion expenses, in addition to the health promotion business for the elderly, personnel expenses for staff related to the system securing system for new coronavirus vaccination, and amendments for the third vaccination have been recorded.Regarding the waste disposal cost, we have added an increase correction such as the disposal cost of illegal dumping.
In the agriculture, forestry and fishery industry expenses, in addition to the reward at the time of the intention confirmation survey, the amendment due to the settlement of the subsidy project was recorded.For forestry expenses, we have recorded corrections related to business performance and facility repairs.
In terms of commercial and industrial expenses, we have included corrections based on business performance, joint projects with Shimosuwa Town, and corrections for Fureai no Yu pump replacement work.
Regarding firefighting expenses, we have recorded the settlement due to the cancellation of the tournament and the correction of the postponement of the fire prevention water tank installation business.
Regarding educational expenses, in addition to those due to business performance, we have included amendments such as postponement of the Nakasendo preservation and maintenance business and changes in the business content of the international exchange business.
The disaster recovery costs are due to the heavy rain disaster in August. For agricultural facilities, the removal of earth and sand from waterways and headworks, for forestry facilities, surveying / design and postponement of the first year disaster, and for civil engineering facility disaster recovery. , We have added supplementary budgets for survey design, heavy equipment usage fees, and construction costs.

With regard to national treasury disbursements, corrections such as subsidies for the issuance of assistive devices for children with disabilities and subsidies for new coronavirus vaccination as national treasury subsidies will be made as national treasury contributions. We have recorded the corrections associated with this.
With regard to prefectural contributions, prefectural subsidies, and consignment subsidies for prefectural expenditures, depending on the business performance forecast and confirmation, the contribution for the delivery of assistive devices for children with disabilities, the stable contribution for the medical insurance infrastructure for the elderly, welfare medical expenses subsidy, and community life support We have added corrections for business assistance, disaster support map creation promotion business, management income stabilization measures promotion business, and mechanism accumulation support business.
Regarding the property ward transfer, due to the cancellation of the festival, the reduction of each property ward transfer, and the fund transfer, depending on the implementation status and confirmation of the project, the financial adjustment fund transfer, the Shinmachi unity fostering fund transfer, the international exchange fund transfer, the forest The amount transferred to the Environmental Transfer Tax Fund has been amended.
Regarding various income, the consignment processing income of the welfare company center increased due to the prospect, and for miscellaneous goods, subsidies and other corrections were recorded due to the suspension of travel to the UK due to the coronavirus.
For town bonds, we have added supplementary budgets depending on the finalization and prospects of the business.
Regarding the transfer, we have recorded a supplementary budget to increase the transfer to the Fiscal Adjustment Fund.In addition, the main amendments related to the financial resources of each business, which were included in the supplementary budget for expenditures.

As mentioned above, we request an increase of 6 yen for the general account as a whole, and the total budget after the amendment is XNUMX yen.


Next, from Proposal No. 81 "Regarding the Supplementary Budget (No. 3) of the Nagawa National Health Insurance Special Account (Business Account) for the 2rd year of Reiwa", Proposal No. 84 "Special Account for the Nagawa Town Tourist Facility for the 3rd Year of Reiwa" I will explain the main items of "About the Accounting Supplementary Budget (No. 2)".

Regarding the National Health Insurance, Medical Care for the Elderly Elderly, and the Long-term Care Insurance Special Account Supplementary Budget, the supplementary budgets are mainly based on the business results and expected results.

In the tourist facility business special account, in addition to the business results and forecasts, the main items are the consumption tax increase and the supplementary budget for court expenses.

Next, I would like to explain Proposal No. 85, "Changes to the Agreement on the Formation of the Ueda Area Settlement Independence Zone."
Regarding the symbiosis vision that accompanies the Ueda area settlement independence zone concept, we are in the process of formulating the third symbiosis vision, which will be the third period from the 4th to the 8th year of Reiwa. Since it is expected to add new affiliated businesses that do not fall within the scope of the current agreement, such as efforts to resolve various issues, an agreement to change part of the agreement after passing a resolution of the parliament according to the provisions of the ordinance. We would like to make a proposal to the plenary session in order to conclude the agreement.
